Since May last year, the State Post Bureau entrusted SF Express Co., Ltd. to combine the actual situation of express delivery enterprises, and with the help of third-party scientific research forces, according to the plan and step-by-step preparation of a set of domestic express delivery enterprises, effectively measuring the greenhouse gas emissions of express delivery enterprises. The "Measurement Method for Greenhouse Gas Emissions in the Express Industry" was approved by the National Postal Industry Standardization Technical Committee on March 27 this year.
The "Measurement Method for Greenhouse Gas Emissions in Express Delivery Industry" mainly specifies the measurement principles, main emission sources, measurement methods, and emission indicators of greenhouse gas emissions in the express delivery industry. During the preparation process, the project team has conducted on-the-spot investigation and solicitation of opinions, carefully analyzed relevant domestic and international standards, fully summarized the experience of transportation and operation in the express delivery industry, and added and refined some important contents.
At the meeting, the “Regulations on the Management of the Cancellation of Business Licenses for Express Delivery Business” was also reviewed and approved. The normative document was formulated to improve the express business license management system, standardize the cancellation management of express business licenses, and promote the healthy and orderly development of the express delivery market. The connotation of the cancellation management of the express business license was clarified, and the license cancellation situation listed in Article 21 of the Measures for the Administration of Express Business Licenses was embodied. For the first time, it was clarified that the validity period of the license was not extended, and the legal person qualification of the enterprise was legal. The specific connotation of legal reasons such as termination, non-operation for six consecutive months. This regulation is expected to become an institutional guarantee for the development of a "uniform and orderly" market competition environment after the development of the express delivery industry enters a new stage, and truly realizes the market mechanism of survival and inferiority with entry and exit.
